Overdue Notices, Overdue Fines, Lost Books, and Billing

Overdue notices are issued as a courtesy to all library users. However, non-receipt of an overdue notice does not exempt a borrower from applicable fines or billings. To avoid overdue notices, fines, and bills please renew your material before the date stamped in each item or return an item before the due date.

The first overdue notice is sent 7 days after the due date.
The second overdue notice is sent 14 days after the due date.
The third overdue notice is sent 21 days after the due date.

Upon receipt of a third notice, holds will be placed on the borrower's library account and student record. These holds will restrict borrowing privileges at the library and will prohibit the borrower requesting transcripts until the fines and fees are paid.

Lost Books

Items that are not returned 21 days following the first notice will be assumed lost. The borrower will be billed for the replacement cost of the item or, if not available, the cost of a comparable item, plus a processing fee of $25. The library may assess a higher replacement cost is special circumstances. Replacement costs may be credited if the item(s) are returned in good condition.

Fines

Hinkle Library borrowers are subject to the loan and fine policies. Borrowers may be charged overdue fines, processing fees, and lost book charges by Hinkle Library for failure to return or renew material by the due date.

Alfred State College students who have more than $10.00 in fines will be restricted from borrowing material from the Hinkle Library. At the end of each semester, students who have more than $25.00 in fines will have their library privileges restricted and a hold will be placed on their student account until the fines are paid. Students who fail to return library material to the library at the end of the semester will have their library privileges restricted and a hold will be placed on their student account (Banner) that will prohibit them from requesting transcripts until the books have been returned or the replacement costs have been paid.

Bills

Bills are sent to borrowers who have not returned library material either at the end of a semester or 28 days after the due date. Bills are expected to be paid in full to Hinkle Library; upon receipt of payment or return of library material, holds on the borrower's library and student account will be removed.

Library Card Registration Guidelines

1. Library cards and borrowing privileges at Alfred State College can be obtained free of charge.

2. The Alfred State College ID card is used as a library card for currently registered ASC students, faculty and staff. The General Public Library card is used by all other borrowers.


3. New borrowers other than those affiliated with Alfred State College issued ID must provide proper identification when applying for a library card. Proper ID includes driver's license, College ID, passport, etc. A valid phone number is needed.

Patron Responsibilities

1. Patron must present library card when requesting to borrow or use library material.

2. All library privileges are granted only to the person named on the library card; therefore all books and cards are non-transferable.

3. Patron is responsible for the care of and on-time return or renewal of library material charged to his/her library card.

4. Patron must return material by date due if item is recalled for use by other borrowers.

5. Patron is responsible for payment of overdue fines.

6. Patron is responsible for payment of all library materials and processing fees associated with items lost by borrower.

Use of Electronic Resources

Subscription based electronic resources available through the library's webpage are available for on or off campus use by current Alfred State College students, faculty and staff.
